About Us

Brad Gilliatt has served as President of DTA since April 2022. Prior to joining DTA Brad held many other leadership positions while working for Kinder Morgan Terminals. These positions include Operations Supervisor, Area Manager, Terminal Manager and Director of Operations for the Midwest Region. Brad has a vast array of experience in the logistics of salt, coal, fertilizer, steel and ferroalloys via truck, barge, railcar and vessel.

Prior to embarking on his civilian career, Brad served in The United States Army as an Airborne Ranger Qualified Infantry Officer from 2003-2010. The Leadership principles from our great Army translate well to the civilian sector as we continue to place our employees first in our decision making processes in this people centric business. Brad holds a Bachelor of Science degree in Sports Management from Nova Southeastern University.

Chris Codekas brought his experiences to DTA in June 2022 as the Director of Maintenance after 16 years with Kinder Morgan Bulk Terminals. At Kinder Morgan, Chris had a versatile array of roles, from the hands-on responsibilities of a Facility Worker to the leadership positions of Crew Lead, Operations Supervisor, Facility Security Officer and Maintenance Manager. Prior to Kinder Morgan, Chris held supervisory positions with Leonard Building Truck Accessories and Asplundh Tree Service’s Railroad Division.

Bob Deininger is serving as DTA’s Director of Engineering. He has been an employee of DTA for 39 years. He has held leadership positions within DTA for 28 years, including Director of Reliability and Strategic Planning, Director of Maintenance, Maintenance Manager, and Lead Mechanic. Prior to his leadership roles within DTA, he has served as a mechanic and a heavy equipment operator maintaining and operating DTA’s equipment.

Prior to joining the DTA team, Bob held a position as the Metal Shop Foreman at Pak-It Metal Display Corporation. Bob has been a First Responder for 20 years, has held a Commercial Remote Pilot Certification since 2016, and has a Welding and Metal Fabrication Certification. Aside from the aforementioned courses, Bob holds many other industrial maintenance certifications.

John Gresham has served as the Director of Finance and Accounting since January 2023. An accounting graduate of Virginia Tech, he has been a CPA (Certified Public Accountant) for over 20 years and brings a varied knowledge of accounting and industry experience such as manufacturing, commercial fishing, warehousing and transportation. John’s experiences includes managing the accounting functions for multinational businesses, specializing in consolidation and foreign currencies, as he also holds a certification as a CGMA (Chartered Global Management Accountant).

In addition to being a CPA and CGMA, John also holds a Senior Professional HR designation (SPHR) with over 10 years in strategic HR management and benefit administration.

Joel’s career at Dominion Terminal Associates began on February 15th, 1984. Joel Webber has been the Director of Operations at DTA since October 2013. Joel started as an Operator and later became a Tower Operator. Recognized for his leadership and knowledge, Joel ascended to the position of Production and Quality Control Supervisor to his current role as Director of Operations. With nearly 40 years of experience, Joel is responsible for the entire operational spectrum as it relates to inbound and outbound cargoes.

Elizabeth Winebarger joined DTA in May 2023 as the Human Resources Manager. A Peninsula native, she served thirty years in Hampton City Schools prior to joining DTA. During her tenure in public education, Elizabeth spent ten years as a middle school teacher, followed by twenty years as a middle school administrator. Through her experiences, Elizabeth has considerable knowledge in personnel and operational management, creating a positive climate and culture with servant leadership.

Elizabeth holds a Bachelor of Arts in Elementary Education from Christopher Newport College and a Master of Education in Educational Leadership from The College of William and Mary.
